Your electricity or natural gas can be cut off (disconnected) and your LPG deliveries can be stopped. Urban water isn’t actually cut off — the water flow is severely restricted by the insertion of a restrictor into the water pipe.
We receive far more cases about disconnection of energy than we do about restriction of water — but a significant number of water restrictions take place.
