    The service charge — or service to property charge — generally covers your contribution to the following services: reading the meter, maintaining the network which supplies the property, printing the bill and the customer enquiries service.

    Because there's a service charge on each bill, you’ll receive a bill even if you haven’t used water, electricity or natural gas.

    On water bills, the service part of the bill (paid by the owner) is generally more than the usage part (paid by the occupier, which may be the owner or may be a tenant).

    On electricity and natural gas bills, the usage part of the bill is more than the service charge, for most households.

    Where electricity usage costs less than the service charge, eligible concession card holders can get the Service to Property Charge concession. This reduces the service charge to the same price as the electricity usage cost. See our webpage on Concessions and grants.

    As LPG is either delivered to a customer’s premises or individually picked up from an on-seller, there is no service-to-property charge.  However, if LPG is delivered, a retailer may charge a separate delivery and/or cylinder rental charge.
