Incorrect billing of solar generation customers

Our ongoing investigation found that an energy retailer had been incorrectly billing some (33) of its solar generation customers. These customers, who had certain metering configurations, hadn't had 'solar buyback' credits applied in line with their contracts.

The retailer advised us it hadn't correctly understood the format of the interval meter data files sent by the distributor. This meant that, while the information was available to the retailer, it wasn't being correctly applied to some customer accounts.

EWOV received multiple complaints.

After communications between us, the retailer and the distributor, the retailer undertook to re-bill all affected accounts and provide a covering letter to customers explaining the error. We initially raised the matter with the Essential Services Commission (ESC) in 2007. Ongoing issues relating to solar generation remain under joint consideration by EWOV and the ESC.
